TIC project introduction

一、愿景：为实现中-柬合作共赢，为柬埔寨“四角战略”服务，加强柬埔寨国家质量技术基础（NQI）建设，建立和完善柬埔寨国家标准检测认证体系，降低技术贸易壁垒、促进柬埔寨产品出口贸易便利化，提升柬埔寨产品质量和产业竞争力，培养柬埔寨质量人才，为柬埔寨政府和人民提供专业质量技术服务。NQI 是从标准、计量、认证认可、检验检测几方面构成的质量要素，作为质量基础设施，NQI的建立与发展将会从根本上助力柬埔寨几大重点领域的质量发展和经济增长：

I. Vision

In order to realize win-win cooperation between China and Cambodia, serve Cambodia's "four corners strategy", strengthen the construction of Cambodia's National Quality Infrastructure (NQI), establish and improve Cambodia's National Standard Test and Certification System, reduce technical trade barriers, promote Cambodia’s product export trade facilitation, enhance Cambodia’s product quality and industrial competitiveness, train Cambodian quality personnel, and provide professional quality technical services for the Cambodian government and people. NQI consists of several quality elements such as standard, measurement, certification and approval, inspection and testing. As a quality infrastructure, the establishment and development of NQI will fundamentally contribute to the quality development and economic growth in several key areas in Cambodia.

二、背景：中国改革开放30年以来，经济高速增长，一跃成为世界第二大经济体，货物进出口总额及制造业规模位居世界第一。在这一过程中，NQI作为强有力的基础支撑大大帮助了中国在如此短的时间内取得了如此瞩目的成绩，国家质量基础得到持续的投入和建设，其总体水平获得长足进步，有力地支撑了中国经济社会的可持续发展，目前的中国NQI产业已经具有2500亿（350亿美金）/年的市场规模。在此，我们非常荣幸和高兴的把中国的成功经验带到柬埔寨，将这些经验变为可以助力柬埔寨NQI事业发展，经济发展，和其他所有相关领域发展的强大的助力。我们将从各个角度把中国经验带来柬埔寨，从实验室的建设到相关技术的支持，以及对柬埔寨的从业人员培养，培训，我们都将尽最大努力把最优质的经验带给柬埔寨国王和人民。

II. Background:

Since the reform and opening up 30 years ago, China's economy has grown at a high speed, making it the second largest economy in the world, with the total import and export of goods and the scale of manufacturing industry ranking first in the world. In the process, NQI, as a strong foundation, has greatly helped China to achieve such remarkable achievements in such a short period of time. The NQI has been continuously invested and built. Its overall level has made great progress, and has effectively supported the sustainable development of China's economy and society. At present, China's NQI industry has a market size of RMB　250 billion (US $35 billion) per year.　Here, it is our great honor and pleasure to bring China's successful experience to Cambodia and turn it into a powerful contribution to the development of Cambodia's NQI cause, economy, and all other related fields. We will bring the Chinese experience to Cambodia from all angles, from the construction of laboratories to the support of related technologies, as well as the development and training of Cambodian practitioners. We will do our best to bring the best experience to the King and people of Cambodia.

三、现实意义：目前越南，泰国等东盟国家和中国都在NQI体系的建设上加大投资，走向进行产业升级，生产活动高质量发展的道路，利用标准引领各行业的发展方向。当一个国家拥有自己的标准制定体系的时候，那么所有的国内生产，国际贸易，外国向本国出口商品都必须要遵循这一体系所制定的标准。快速的建立柬埔寨国家标准体系，并且参与到世界的商品标准制定体系中对柬埔寨人民具有重大意义，在国际上对于柬埔寨产品的质量认证具有重大意义。通过柬埔寨标准体系打造新型经济结构，推动社会发展，促进政府机构的办事效率，提高人民的生活水平，增强国家实力和国际影响力等。拥有自己的NQI体系和标准制定体系可以使柬埔寨在国家发展的道路上迅速前进，充分享受由科学和技术带来的革命性的创新红利，TIC可以通过其与中国和欧盟以及美国等地区的质检体系和海关体系的良好合作关系，具体将柬埔寨NQI体系同世界接轨，更好的将柬埔寨人民生产制造的产品推向国际舞台，让柬埔寨人民获得更高的收益，换取外汇和增加国家收入，提升柬埔寨国家基础，增加就业率，降低犯罪率，维护社会稳定健康的发展（keep the society has a stable and health development environment) 。

III. Practical significance:

At present, Vietnam, Thailand and other ASEAN countries and China have all increased investment in the construction of NQI system, move towards the road of industrial upgrading and high quality development of production activities, and use standards to guide the development direction of various industries. When a country has its own standard-setting system, then all domestic production, international trade, and foreign exports to the country must follow the standards set by the system. The rapid establishment of Cambodian national standard system and its participation in the world commodity standard setting system are of great significance to the Cambodian people and to the quality certification of Cambodian products at the international level. Through the Cambodian standard system to build a new economic structure, promote social development, promote the efficiency of government agencies, improve the living standards of the people, enhance national strength and international influence, and so on. With its own NQI system and standard-setting system, Cambodia can make rapid progress on the road of national development and fully enjoy the revolutionary innovation dividend brought about by science and technology. IV. Implementation:

In Cambodia, through our joint venture, TIC, we can integrate the resources of the entire NQI project. An exclusive business license shall issued to TIC, and we will build TIC into a modern professional platform in line with international rules, which has first-class inspection and test level, standard setting system, and certification and approval system. Led by TIC, with the support of government departments, set up national testing laboratories, certification centers, standard setting committees. And set up the NQI Development Committee under the leadership of CDC, put forward comprehensive development plans considering the opinions of the country’s ministries and commissions on the development of product quality in various industries, so as to ensure a steady and efficient establishment of the NQI system and lead the future of the Cambodian standard.

Talent is an important part of NQI. The essence of international quality competition is the contest of comprehensive national strength, which is in the final analysis the competition of talents. It can be seen that the factors that affect the quality exist in education, talent, design, production, scientific research, innovation and so on. The cultivation of talents plays an important role in the development of the country and the construction of NQI. China and Cambodia may consider signing a memorandum of understanding and strategic agreement on the joint cultivation of talents, in which Chinese universities undertake the cultivation of talents (bachelor's degree, master's degree and doctor's degree), and relevant Chinese scientific research institutions undertake the professional training of practitioners (experimental operators with professional knowledge).
